Brevo pricing
Brevo charges for emails sent, not contacts stored. That makes a large list cheap if you write to it rarely, and more expensive the more often you send. The Starter plan’s contact allowance jumps to 500,000 at 20,000 emails a month.

The price is set by monthly sending volume, not contact count: 5,000 emails = €7 (500 contacts), 15,000 = €21 (2,500 contacts), 20,000 = €28 (500,000 contacts). That is why a 10,000-contact list is unusually cheap at Brevo — as long as sending stays at 20,000, i.e. two newsletters a month. Annual billing −10%.

Twelve times the monthly figure at two sends a month, before VAT. Paid plans billed in dollars are not ranked against euro prices.
The largest step comes between 500 and 1,000 contacts: €7 to €14 a month, or €84 more a year. Ranked by price, with free plans included and paid plans in dollars left out, Brevo is number 3 at 500, number 3 at 1,000, number 2 at 2,500, number 2 at 5,000, number 1 at 10,000 contacts. Moving to Brevo
- Import files can be CSV, XLSX or TXT. There is no limit on contacts per import, but a file should stay under 250 MB. Import help

How contacts are counted
